Bringing Legacy Modbus Field Devices into IEC 61850 Substation Networks

IEC 61850 is the international standard for communication 
networks and systems in electrical substations defining 
not just the protocol, but the entire data model, device 
configuration language, and cybersecurity framework for 
modern substation automation. Protection relays, bay 
controllers, merging units, and intelligent electronic 
devices (IEDs) in a modern substation are expected to 
communicate using IEC 61850 MMS and GOOSE messaging over 
Ethernet.

Modbus RTU and TCP, by contrast, remain the standard for 
legacy field instruments and older substation equipment 
that predates IEC 61850. When a utility or power operator 
needs to integrate these legacy Modbus devices into an 
IEC 61850 substation network without replacing them 
a Modbus to IEC 61850 gateway provides the correct 
protocol bridge. The gateway presents itself to the 
IEC 61850 client as a standard MMS server, while on 
the other side it polls Modbus RTU or TCP devices and 
maps their register data into IEC 61850 logical nodes 
and data objects.

IEC 61850 integration requires a Substation Configuration 
Language (SCL) file specifically a CID or ICD file 
that describes the gateway's data model to the IEC 61850 
client system. Traditionally, generating this file required 
third-party engineering tools and significant configuration 
time. Advanced gateways now include built-in SCL generators 
that produce the correct configuration file directly from 
the web console, based on the configured Modbus data 
mapping dramatically reducing commissioning time and 
eliminating the need for external SCL editing tools.

For substation environments, cybersecurity is equally 
critical. Gateways designed for IEC 61850 applications 
should comply with IEC 62443 and NERC CIP security 
standards, supporting protocol encryption and secure 
firmware management to protect substation networks from 
unauthorized access.

RTUs, and meters into new IEC 61850-based automation 
systems without hardware replacement, in renewable energy

existing Modbus field equipment must coexist with modern 
IEC 61850 IEDs on the same substation network, and in

protocols must be consolidated under a single IEC 61850 
communication backbone.
